The traffic police responded to the proposals made by the Russian Public Chamber to raise fines for each repeated violation. We are talking about those administrative violations that fix the camera. As the deputy head of the traffic police, Alexander Bykov, explained, now many drivers perceive such fines as a fare, with the number of violations recorded by photographic recordings increasing annually by 10%.

“This suggests that the sanction currently does not fulfill its preventive role,” TASS quotes Bykova. - The primary purpose of administrative punishment is not achieved. For example, now the driver passes two cameras, each of them fixes violations, he pays fines at a discount. But if the number of penalties increased every time when traffic violations were registered, then these violations would be less. ”

According to Bykov, if the driver had learned that “for the third or fourth time, he would have an increased amount of the fine for the repeated violation, the perception would be different.” In his opinion, to speak in this case about the justice of the law is not entirely correct.

“We need to talk about the preventive role of punishments - whether it is achieved or not,” noted Bykov.

The author of the law on a 50 percent discount on fines, the deputy chairman of the State Duma Committee on State Construction and Legislation, Vyacheslav Lysakov, reminded in an interview with Autonews.ru that at present the privilege does not affect gross repeated violations. The discount applies only to minor traffic violations, and according to Lysakov, no statistics are proving that they cause traffic accidents.

“There is no discount for drunk driving, for gross repeated traffic violations,” said Lysakov. - The traffic police have no statistics that speeding by 20–40 km / h leads to an accident. If there is no danger, then why cancel the discount and moreover each time raise these fines. Now the cut frees the authorities from the excessive load - the person immediately agrees that he is guilty and pays. We unload the judicial authorities, bailiffs from extra work and legwork. If you cancel the discount, increase the fines, people will simply stop paying them or start appealing them, which many now refuse. Bailiffs choke in work. And collecting one sentence costs 500 rubles. - What's the point if people in 80% of cases now pay themselves. A 50% discount on minor traffic violations is successfully operating in almost all over the world. ”

In turn, avtoyurist Sergei Smirnov believes that the introduction of a progressive system of fines is not worth it. Instead, one could understand the minimum amount of administrative penalties, which, according to current economic realities, have become, according to the expert, rather low.

“It would have been simpler and more logical to raise the minimum level of the fine - to make not 500 rubles, but 1000, not 1.5 thousand, but 3 thousand,” said Smirnov. - The minimum fines imposed by the State Traffic Safety Inspectorate are currently perceived instead not as a punishment, but as a string of the family budget. It makes no sense to introduce a progressive scale - now motorists have already made life much more difficult, they have raised responsibility for more serious violations. But the statistics are such that after tightening, the number of breaches of this composition does decrease, but then people get used to it and the statistics level off. Plus, there is always an unchanged share of the marginals behind the wheel, which cannot be intimidated by any fines, and they are ready to pay them and break further. ”

According to the traffic police, in 2018, the department revealed 131 million violations (+ 17%). At the same time, the share of fines registered by road cameras is steadily growing: 82.7% of all “letters of happiness” were compiled based on automatic fixation data. While in 2017 this indicator was 76.5%. As for the 50 percent discount, the head of the State Traffic Inspectorate, Mikhail Chernikov, has repeatedly said that the grace period, which implies the possibility of paying a fine with a 50% discount, is comfortable for people. In the first 11 months of 2018, 78.7 million administrative penalties were spent at a premium or 65.7%.

As for the cameras on Russian roads, then, according to the approved Road Safety Strategy in the Russian Federation for 2018–2024, their number will steadily grow every year. At the same time, they will be able to recognize more and more new violations, including the non-admission of pedestrians, driving without TO coupons, and later on without CTP policies.
